Hotspotting Executive Team

Joseph Conte, PhD

Executive Director

Health Care Executive with extensive experience at the nation’s top health systems. Dr. Conte is currently the Executive Director of the Staten Island Performing Provider System (SI PPS). The SI PPS is the top performing PPS in New York State and ranked #1 by its partners with a 94% satisfaction rating. The PPS has a sophisticated population health and data analytic platform as well as being the state leader engaging community-based organizations, implementing workforce training and transformation, and cultural competency. These transformational initiatives have resulted in substantial improvement in population health outcomes. Substance use disorder initiatives are a special interest resulting in unique partnerships with clinical providers, social agencies, government, and law enforcement. A collaboration with MIT has resulted in significant advances in approaches in responding to the opioid crisis including a paper describing predictive analytics in this area has been accepted for publication. An expert in ambulatory care, health information technology and regulatory matters, Joe has served on numerous panels and advisory committees. Under his leadership hospitals have earned top national quality awards from the Joint Commission Codman Award Pinnacle Award from HANYS multiple times. He defended his dissertation at Seton Hall University analyzing the national outcomes of EHR use on clinical, cost and safety outcomes. An accomplished speaker and researcher, he was invited to the World Health Congress to present in 2019 and recently as a keynote at the Australian Value Based purchasing conference in June 2021. He has published numerous peer review articles, the latest in the Journal of Substance Use, Safe Opioid Prescribing:A Community-based Approach.

Ashley Restaino, MPH

Chief Program Officer

Ashley Restaino manages the program operations and partner relationships for the Hotspotting Program’s pilot and expansion initiatives. Ashley also serves as the Managing Director of Strategic Initiatives and Operations at the SI PPS, where she leads the strategic development of population health programs and oversees operational activities. She collaborates with many stakeholders in the community, co-leading and designing social determinant of health outreach and engagement initiatives with various populations and alternatives to incarceration programs with the Office of the Richmond County District Attorney. Ashley holds a Master of Public Health from the Mailman School of Public Health at Columbia University.

Anyi Chen, PhD

Chief Information Officer

Anyi Chen oversees the Hotspotting Program’s data warehouse, predictive analytics efforts, and care care coordination tracking. She provides leadership for the continued development of an innovative, robust, and secure Health Information Technology & Analytics platform. Anyi also serves as the Staten Island PPS CIO, where she leads the PPS analytics team and develops advanced analytics coupled with population health approach to drive better clinical outcomes and lower total cost of care.

Ileana Acosta, LMHC, CASAC

Director, Substance Use Disorder (SUD) Services & Hotspotting the Overdose Epidemic Program

Ileana Acosta is the Program Director of the Hotspotting the Overdose Epidemic Program (The Hotspotting Program), which integrates technology and data to identify individuals at high risk of overdose. Through a person-centered, peer-led care management model, the program proactively engages individuals before a crisis occurs.

 

With over 12 years of experience in behavioral health, Ileana specializes in mental health and substance use disorder treatment. She earned her Bachelor’s degree in Forensic Psychology from John Jay College of Criminal Justice and a Master’s degree in Counseling for Mental Health and Wellness from NYU’s Steinhardt School of Culture, Education, and Human Development.

 

In 2016, she was recognized as a 20 Under 40 award recipient by the Staten Island Economic Development Corporation for her leadership in expanding Richmond University Medical Center’s (RUMC) Silberstein Center, the hospital’s largest outpatient substance use program. Most recently, she served as program manager at RUMC, overseeing multiple programs funded by the New York State Office of Addiction Services and Supports (OASAS) and the New York City Department of Health and Mental Hygiene (DOHMH). In this role, she led clinical operations, incident response, performance improvement initiatives, and audit compliance to maintain certification and secure funding.

 

In 2024, Ileana was featured on RUMC’s Vital Signs television series, where she provided expert insights on drug trends and the opioid epidemic on Staten Island.

With a deep commitment to behavioral health and program innovation, Ileana continues to drive the growth and impact of the Hotspotting Program.

Mark Slavutsky

Analyst

Mark is the business Analyst and Data Analyst for Hotspotting Program, where he advises and supports the predictive analytics system and care coordination tracking program. Mark also serves as an analyst at the SI PPS wherehe has built deep and effective client partnerships, translated complex IT requirements into user-friendly interfaces and has more than 15 years of experience across diverse industries, including financial, health care, telecommunications and insurance; combining a comprehensive IT background with an MBA degree from NYIT.
